For the purpose of mooring the ships, off-shore structures, etc., various types of anchor have been presented till now, among which JIS and AC-14 types are mostly applied to Japanese ships at present. However, as far as JIS type concerned, it is pointed out that the biting ability, max holding power, especially the dragging stabitity are considerably insufficient as seen in the desaster of "Toya Maru". On the other hand, anchors used for off-shore structures are of importance in its max. holding power rather than easiness of handling and stowing, and accordingly many off-shore types are developed, having sophisticated plate structure with stabilizer, ribs, etc. In this study, the authors have conducted an extensive preliminary functional test with 9 model anchors including ship types, and found out the optimum dimensions ratio, shapes and weight distribution of anchor parts, taking these theoretical trends into consideration. In consequence, the authors have designed and dragged 3 new models for off-shore structure and 1 for ship's use which has a few concepts of the former. As an evaluation method of performance of anchors, synthetic holding power coefficient i.e. average holding power coefficient during a travel of 20 times of shank length was adopted, and it proved that the most excellent off-shore type shows a synthetic holding power coefficient of 32, and that of ship's use is 17, while 7.5 for AC-14 type and only 2 for JIS type.
