During the 1970s, South Korea sought to import nuclear fuel technologies from advanced countries. The United States, South Korea's most important supporter in politics, economy, and technology, however, objected it. After some resistance, South Korea finally abandoned its plan to import nuclear fuel technologies in 1976. This has been known as South Korean President Park Chung Hee's "failed operation" in seeking to elevate its international diplomatic status and enhance defense capabilities. I will argue that South Korean scientists and engineers, despite political dispute between South Korea and the US, played an active role in acquiring important nuclear fuel technologies in the 1970s, which contributed greatly to the rapid development of nuclear industry in South Korea during the 1980s.
