Last year, the Law Concerning Organization and Functions of Local Educational Administration was drastically amended. Among many, one of the sections that have been actively debated was the strengthened power related to the local educational administration given to the Minister of Education, Culture, Sports, Science and Technology. While some believe that the amendment may improve the imbalances among the local educational administration; others are anxious that the local educational administration may lose its independence. Should the childrens better development be the first priorty, is this amendment acceptable? Introducing some cases of violations of the childrens educational right, the present paper examines whether the amendment works for better or not.
