In many cases waste facilities are difficult to site faced with the opposition of local residents. Local residents are concerned about not only environmental impact but also social impact. The purpose of this study is to observe the social impact as the characteristic of the land use transition around the waste facilities using lattice data in the metropolitan area. That data include demography, land use, land use regulation and accessibility to the center of Tokyo. Firstly these lattices were classified to equal groups in point of the development potential and the initial land use states. Secondly the chi-square values of each lattice were calculated about the land use transition in each group. As a result of this calculation, in the area supposed to be developed without a plan at a distance from the center of Tokyo, the land use transition around the waste facilities is different from the other lattices in the group. Thirdly the stationary distributions of the land use were calculated from the land use transition matrix. As compared with the area without the waste facilities, the ratio of the park use in the land use stationary distribution is higher around the waste facilities. The reason would be that the environmental improvement is needed around the waste facility.
