It is difficult to obtain the local residents' consent for the waste facilities sitting, even if the environmental risk is less than the scientifically acceptable level. Since the most people hate such facilities regardless of the actual environmental impact, the 'Stigma' impact brought around to the residents should not be disregarded. Therefore the sitting process must be reconsidered in the respect of the fair allocation of the 'Stigma'. There are two kinds of fairness for the waste facilities sitting, procedural and distribu-tive. The distributive fairness means the fair allocation of the benefit and the cost that includes the 'Stigma'. And such allocation is determined in the fair procedure. One way to realize this fairness is the residents' participation from the location selection phase. In that consensus building process, if the residents understand both the necessity of the facility and the appropriate location, they can negotiate how to compensate the costs and accept the facility.
