In the 1980's, Keiichi Matsushita pointed out that the role of Kominkan and social education administration had come to an end in a book titled "The End of Social Education". This critical view was strongly opposed by social educators. However, his opinion can be evaluated in that it predicted exactly the rise of citizens'movements and volunteer activities, and the progress of decentralization and internationalization in the 1990's. This paper intends to put the idea of "The End" into his whole theory of civil society, and to reexamine the argument about "The End". As a result, it gets possible to consider the role of social education in civil society in terms of helping subject-formation.
