特集【国際政策】In 1999, the government of Singapore announced that it would strive to develop a world-class biotechnology cluster. The paper aims to illustrate the salient features of Singapore's new economic initiative and examine the degree of its success. While the biotechnology cluster seems very promising for the future economic and employment growth of Singapore, big challenges remain to be overcome. The case of Singapore reminds us of the importance of a balanced policy mix. The establishment and development of a biotechnology cluster requires the building of not just scientific infrastructure and a manpower base but also biomedical business capabilities and the promotion of a local biotechnology private sector.
