• It is tbe time to review the Act Concerning Support for Reconstructing Livelihoods of Disaster Victims after five years from its enactment In this regard, this paper will clarify the problems which have appeared in the course of implementation of the Act, and suggest alternative standpoints for a future life reconstruction support system. As the former, this paper points out exclusiveness and inconvenience of the system. As the latter, this papa suggests that the exclusionism should be changed into the universalism, the system which can cover long-term refuge life should be established, and public support system for housing reconstruction should be created.
