On June 27^<th>, 2004, the gust which led to a disaster occurred in the southern Saga. This disaster is an important case for the support system for Disaster Victims in the following reasons. First, this was the first case applying the Act Concerning Support for Reconstructing Livelihoods of Disaster Victims after its amendment in April, 2004. Second, damage for houses which is peculiar to cases of tornado was occurred. Third, the case occurred in the community with low awareness regarding to disaster risk. This paper indicates the problems and issues of the support system emerged from the case in Saga.
