The Fourth Risk Assessment Survey on Earthquake Disaster, which was conducted by the Tokyo Metropolitan Government, involved a highly complex computation procedure which could not be traced in a simple manner and therefore, is difficult to be utilized as a measurement for evaluating the effect of disaster mitigation planning. This paper aims to develop the regression formulae which estimate the results of the survey as dependent valuables by using the limited number of data on buildings, land use, and population as independent valuables. The effects of urban planning for mitigating disaster risk can then be simply computed by changing there independent valuables. More than 0.7 of correlation coefficients were achieved for the four types of risk measures.
