The argument on seismic risk management currently becomes dominant over seismic hazard mitigation among scholars engaged in the field of earthquake disaster science and engineering. There seems to be, however, no consensus about the definition of the concept of seismic risk, which varies from one person to another. Generally speaking, seismic risk is likely to be recognized as a combined concept of hazard and vulnerability, but not in theoretical manner. This paper first introduces risk concept itself which has been traditionally discussed in the field of economics and insurance associations since 1950's, from the viewpoint of the three different theoretical aspects and then examines its applicability to earthquake disaster management. Finally the paper concludes by proposing the most appropriate conceptual definition of the seismic risk for the practical use of earthquake disaster mitigation.
