The purpose of this paper is to discuss efforts to deploy the Balanced Score Card (BSC) in the management for higher education. In recent years, the New Public Management (NPM) has been implemented into the public sector to improve the efficiency. The institutions engaged in higher education are also in need of improving their efficiency as well. The Japanese national universities have become incorporated organizations since the FY 2004. From then on, their activities are required to go through evaluations by third-party organizations and the results of which are to be reflected in allocation of resources. Therefore, each national university needs to implement strategic management practices in the following areas: indication of clear objectives and procedures: accomplishment of these goals ; making these common knowledge for the staffs for organized collaboration; evaluation of performances; and feeding back the results of evaluation to improve the PDCA cycle. In this study, we will discuss the actual cases of implementing BSC in the management of American universities. Then, we will discuss the issues for implementing the BSC among Japanese national universities.
