After nearly half century of planning, the construction of the controversial south-to-north water transfer1 (SNWT nan shui bei tiao) project in China was officially launched just before the end of 2002. China is one of the countries in the world that currently has severe problems relating to the management and utilization of water resources. In order to cope this circumstances, the idea of transferring water from the Yangze River to north China, the so called south-to-north water transfer1 project, was first conceived in the early 1950's by then leader Chairman Mao. This paper looks into taking the state of water shortage into consideration and economizes in water consumption by the citizens of Beijin China. Data were gathered form 300 citizens in Beijin by the questionnaires. It was found from the result that there were exist of economize in water consumption of action and awareness. However after accomplishment of SNWT, a lot of people express their anxiety about water shortage. With the implementation of the project, the government is caught in a dilemma of keeping water prices low to substantiate the economic needs and improving water use efficiency to honor the environmental objective of the project.
