The fact that most homeless people are occupied by male has made the provision of a safely net is directed to homeless male only. According to some studies currently available, 95% of homeless people are male, while less than 5% is female. If a public assistance system is the last safety net available to them, all homeless females are left unattended from such safety net. This paper assumes that a certain safety net is made available for a woman who lost a place to live and plummeted into poverty. The typical population applicable to such safety net is single-female-parent households provided with public assistance system. In order to understand why there are gaps in the degree and nature of poor between those above and below the threshold line of the applicability of such safety net, this paper studied educational background of homeless males and females. As a result, homeless people and mothers of a single-female-parent household tend to have low educational background, compared with other population of social brackets. The two domains of people tend to show almost the same trend. With the assumption made above, this paper suggests that under the safety net, different social security system is in operation for homeless males and females.
