The issue of elderly Korean residents in Japan without national pension benefits has been unattended and untouched since the Japanese national pension plan was established. In 2003, a survey was conducted to elderly Korean residents in Ikuno Ward in Osaka, where their population is the largest in Japan, to which the author participated in. The subject Koreans were of 70-year-old or above, and the survey aimed at grasping the status of their living conditions and utilization of public welfare services by them, by which a basic data is provided to reflect to a concrete policy. This article aims at disclosing and examining the status of their unavailability to obtain national pension benefits based on the survey result. In summary, 70% of them are living without pension benefit at the first place. Even those who receive pension benefits are low income households. Secondly, many of them responded they were ill off, more than half are living with less than 100,000 yen a month. Thirdly, due to their unavailability of national pension benefit, their main source of income is financial supports from their children, savings, labor incomes and benefits from local administration. Due to such a severe living conditions, elderly Koreans have no choice but work. Moreover, payment of premium for nursing care insurance is a burden to them. The difficulty in paying the premium directly relates to their unavailability to receive the nursing care services.
