The Purpose of this article is to present a theoretical framework on formation and dynamics of industrial accumulation. In this paper, I interpret accumulation as a kind of transaction system, because I think that the essence of Industrial accumulation is to systematize transaction itself. Although each Industrial accumulation emerges by the action of the external factor, it can not go on over an extend period of time without inherent rational mechanism. The Industrial accumulations only work as a kind of system when inherent rational mechanism operates. The inherent rational mechanism differs from logic of emergence peculiar to each accumulation, and gives economic rationality to accumulation itself. Once, This mechanism is built in, industrial accumulation should be stable and established because of inertial force of systems. In this paper, I treat this phenomenon as system formation. The Industrial accumulation which was established as a system, however does not always go on as it stands. The system is influenced by business environment (external factor) and strategic action of member enterprises of Industrial accumulation (internal factor). And, in some cases, it can cause dynamic power to the system. In this paper, I treat this phenomenon as system cahnge. The keyfactors which compose core concept of industrial accumulation can be put in order as follows.[table]
