Recently farmers in Hokkaido have been forced to accept the government's policy to regulate the production in the face of a world-wide over-production and influx of cheaper agricultural goods, suffering from precipitately growing debts against their incomes levelling off. Thus, the most valuable farmers in Japan, those in Hokkaido, have come to fall in the bitterest hardship, who had been the most successful in achieving the government's program in an attempt to promote farmer class with larger scale and highest labour productivity. In Hokkaido rice-growing farmers are allowed to exploit no more than 49.8% in average of their rice field, while the subventions by way of the government to convert rice to other crops have been largely reduced, and government's purchasing price of rice has been cut down. In consequence debts per farmer in 1985 amounted to 16,320,000 yen. On the other hand, non rice-growers, who have been depending on the crop rotation of wheat, sugar beet, potato and beans, in short products, to which the government has guarranteed relatively higher prices by way of limited imports, are now obliged to restrict their production because of their over-production. In the last analysis, if the importation of those goods should be made free, as foreign countries have been pressing Japanese government so strongly, there should be no crop left to cultivate for the farmers in Hokkaido. As for the dairly farmers in Hokkaido, they have enlarged the scale of their farm business up to the level of 50 cows per farm including 26.5 multiparous ones, realizing 6160kg milk production per cow, so that they have already attained to almost the same level as in EC. Yet this achievement was only possible by way of heavy borrowing, which attains upon this moment to 30 million yen per farm. As the raw milk in Hokkaido is sold for the most part to the processing factory, it is threatened to lose its market, if the import of dairy product should be made free. In sum, it is obvious that any drastic liberatization in importing agricultural products should result without fail in a fatal blow to the agriculture in Hokkaido, so that such a serious reorientation in the agrarian policy must be introduced so deliberately and steadily as to allow some selected worthy farms with large scale and high productivity to survive.
