The main theme of this article is to reconsider the whole picture of system trust from the view point of risk society and individual society. Individualization is generally seen as a kind of the segmentation of society, hence it is often said that trust toward the external is fading away in contemporary society. However, we still trust many objects and mistrust is, in fact, only to trust the opinion which someone doesn't trust. We are in too-much-trust society instead of mistrust society. Therefore, we anew have to think about the improvement of systems, for example legislation and ethical movement. It makes sense that both discussions of security or safety which imply system trust and those of mistrust toward systems are suggested at the same time. However, we should reconsider what types of system trust are accepted in the new social condition because even what we used to trust, such as nation, family and workplace, are now unable to absorb risks.
