Studies about trust are developing in various academic domains. The following discussion deals with trust towards social systems such as science and technology. This paper underscores that trust is not subjective and active despite its appearance. Bearing this in mind, risk that we encounter is discussed from the view point of trust. Through the process of modernization, we gain a variety of life courses and are liberated from traditional and static act patterns. This causes diverse consequences and we have to think about the risks of our own choices. Risk communication is generally seen as a worthy version of civil society. However, when we accept personal risk, which is often demanded by civil society with neoliberal slogans such as "you have to take care for yourself", we may, in fact, promote disadvantages under the name of civil society.
