The research team of three members, Hino Katsumi, Miyagi University, Lu Jun, Kyoto Bunkyo University and Taura Hideyuki, Osaka Municipal University have shared common research question which has arisen from their experiences of teaching English to students at university in Japan. Lu, being educated in China, especially keenly aware of the Japanese students' passivity or apathy in learning English, in other words the students' low motivation to learning has discussed with other two Japanese research members what could be the cause of their poor scores in TOEFL. The research project to explore the factors which might make for the difference of the students' performance between China and Japan has been granted research fund from the Ministry of Education and Science in Japan since 2005. In the above mentioned context, this research aims to explore what factors account for the difference of results in the performance of English displayed by Chinese and Japanese university students, oft presented in various reports. Education is not a spur of the moment product but a culmination of years of training, disciplining, and a process of drawing something worthwhile out of a student. In this chapter, however, focus is placed upon university English education due to limitation of time and space, leaving aside the whole process of learning before the students come to university,
