The purpose of the present article is to investigate how we should evaluate the care given by family members. The focus of investigation was on the care allowance that was not introduced in the Long-Term Care Insurance system as a measure to appreciate and support care-giving family members. I analyzed the content of discussions that arose in the course of establishing the Long-Term Care Insurance system to find and show the reason why the care allowance to the family was not introduced in this system. Furthermore, beyond the scope of the previous discussion focused on whether the care allowance should be introduced or not, I discussed a favorable way of designing a future system involving the care allowance while considering precedents in advanced welfare states. The following results were obtained. First, by reviewing discussions that took place in relation to the care allowance, I sought to ascertain the reasons why this was not introduced in the insurance system. The factors that seemed to have profoundly affected the conclusion were (1) strong objections expressed by female scholars and female members of committees, (2) financial problems, and (3) objections expressed by private care-giving institutions. Negative opinions could be roughly summarized as follows: (1) quality of services cannot be ensured ; (2) family care may come to be socially rooted ; and (3) and construction and expansion of the long-term care infrastructure may be delayed. I reviewed and analyzed these discussions, but could not find any compelling reason not to introduce the care allowance. Secondly, I investigated the way in which advanced welfare states have tackled this subject. It was found that they have accepted as social work not only care given by family members but also informal care given by the relatives. They have designed various programs to support caregivers including families (and relatives?). Thirdly, we should be aware of the possibility that if the care allowance is introduced only with a single purpose, some persons and their families requiring support may be left off the system. Therefore, we should design a system that can flexibly be applied in accordance with conditions and needs of the person and his/her family requiring support. Lastly, I suggested a subject to be dealt with in future. In the recent discussion about revision of the Long-Term Care Insurance system, the care allowance has seldom been considered. A future subject is to find the way of eliciting political discussion on this subject.
