This paper investigates the actual situation of the localization of qualified personnel who work for Japanese affiliated companies in five Asian countries with both an econometrical analysis and field study. This paper's findings are: 1) the ratio of expatriates from Japan in total employment will decline when the operation of the Japanese firm in the host countries is longer, 2) technology transfer from Japan leads to a delay of localization in terms of qualified personnel, 3) a higher unemployment rate provides better opportunities to hire qualified local personnel. It is recommended that Japanese firms should improve human resource strategies to promote the localization of qualified personnel by 1) strengthening competitiveness in hiring competent personnel, 2) creating a bilingual environment in the firms, and 3) establishing cross-cultural management.
