Investigations are made concerning to the role of the universal function in the heat radiation theory, the existence of which is firstly discovered by G. Kirchhoff. And it is shown that the appearance of famous universal constant h, the Planck's constant, can be deduced from this universal function directly, employing the dimensional analysis method. Some relating problems are also discussed.
