East Asia Co-prosperity Sphere has been steadily taking shape in the 21^<st> century, since the international relationships broke up during the cold war. The Regional Cooperation Association has not gone further since the idea was first presented. This kind of situation is regionally very unusual compared to other areas where regionalism gains power with the advance of globalization. There are several possible reasons for this lack of cooperation and association ; a lack of similarities and unity, disparity and imbalance within the regions, and anti-Japanese nationalism caused by Japan's militaristic history. Talking between Asian countries is what is required to solve the problems and also cooperation politically. I must say that Japanese foreign policy was fully cooperative and committed to the United States until the 1980's. Japan was reluctant to cooperate with East Asian countries. We hesitated before joining the East Asian Economic Caucus, floated by Mr. Mahathir, a former prime minister in Malaysia, because of American concern and we ended up abandoning it. In 1997 the Asian currency crisis brought an awareness to Asian countries that it was necessary to achieve regional partnerships. Here are some examples ; A Japanese-South Korean declaration was signed by Mr. Keizo Obuchi and President Kim Dae-Jung in October 1998. In a joint declaration issued during a visit of Chinese President Jiang Zemin to Japan in November 1998, a Japanese-Chinese declaration was published over the concept of friendly and cooperative partnership for development and peace. These declarations could be a turning point for Japanese diplomacy to show their willingness to develop a cooperative relationship with their neighbours. President Kim suggested establishing East Asian Vision Group (EAVG) (it was started the following year) at the second ASEAN plus 3. His suggestion triggered the concept of an East Asian Community. The Asian currency crisis woke Japanese government up. Mr. Obuchi set about changing government policy to cooperate with East Asia. At the ASEAN Ministerial Meeting in May 2000, Japan signed the Chiang Mai Initiative, including the Currency Swap Agreement that facilitates foreign currency between two countries. Japan also signed the Economic Partnership Agreement with Singapore in January 2002 and Japan-Mexico Economic Partnership Agreement to strike the Free Trade Agreement (FTA) with Mexico in September 2004 (it was issued in April 2005). An investment agreement was agreed at Japan-China-South Korea Summit in October. Japanese Government also showed their positive attitude to agree Asian Bond Market Initiative to aim for dedollarization at Asian Financial Market at ASEAN plus 3 Summit. A conference between Thailand, Philippines, Malaysia and South Korea is currently under way and progress towards agreeing FTA. The Asian regions have many problems to work out together between countries such as an economic problems, international terrorism, international criminal syndicates including smuggling, drugs and human traffic, SARS, environmental pollution, nuclear proliferation, the possibility of North Korea and Taiwan starting conflicts, the problems over Takeshima and Senkaku Island, the problems of energy and water. Some people fear the formation East Asia bloc. They also regard North East Asia's existence as a threat. The United States especially expresses their concern about the concept of an East Asian Community at every chance. They are worried that they might lose their military predominance in these regions. They wish to protect Japan-United Stated Security Treaty. Asia is now questioned ; is Asia idealistic and cooperative or a real threat? This is the current situation in Asia. Nobody still knows what The Regional Cooperation Association will mean politically to the world. We questioned society's concept of what East Asia should be and how it should develop in the future.
