Today's Japanese society is dubbed "inequality society" or "stratification society". Especially since the 1990s, the living conditions of Japanese citizens have changed considerably. As a factor in triggering such poverty problems, it has been pointed out that the recent rapid increase in the population of the "low income and unstable employment bracket" is producing a great impact. This study focuses on the homeless issue symbolizing the current poverty problems, and discusses the characteristics, etc. of the social stratification that increased rough sleepers, referring to the results of a survey of the actual conditions of homeless people conducted in Shiga Prefecture in 2004. In addition, this study mentions what kinds of measures are now necessary for preventing the number of homeless people from increasing further. From this survey, it was concluded that the core factor in increasing rough sleepers is the "low income and unstable employment bracket" in the social stratification. Such a "low income and unstable employment bracket" is weak in terms of livelihood, and so it is considered that they have a latent risk of falling into rough sleeping due to the emergence of some problem. Moreover, it turned out from the survey results that services of the social welfare system, such as public assistance, do not reach rough sleepers. It is required to embark on the resolution of such problems immediately.
