• We need to revitalize the local economy, ensure that the people are free from worry, and to make the fiscal system viable for future generations. Regional economy will deteriorate. Economy of Shimane is affected with melancholy mood. The local economy outlook is darkening almost every day. Because, deflation puts a damper on growth of regional economy, and the vitality of the local economy has been also sapped by lingering deflation. The rapid aging of the population amid extremely low birth rate will change the situation quickly. However, Japan will not regain every without regional revitalization. We want to push a low-key local economy into growth limelight. The central and local government have little leeway to take fiscal measures, because they cannot afford to ignore their own debt mountains and they are driven to the verge of bankruptcy. There also are numerous tasks to be tackled by local governments. They must stop taking state subsidies for granted and cut their expenditures. What is now needed is to hunt out a few rotten apples in the local society barrel. The sweeping review of public works projects is also needed. We have our back against the wall and no choice but to reform. We think that public works seem to be still what it was in ages past. However, we say that there is plenty of room for drastic changes in public works. Even if economic benefits and cost are open question, revenue shortage tend to keep local governments focused on projects that provide subsidies. The allocation arrangements break down local government incentive to innovate service. Therefor, They prevent local development on basis of the unique characteristic and qualities of a region. The result is continued inefficient public services and deteriorating finances at both the national and local levels. The local governments must not remain within their safe cocoon. It must let local governments handle their own decisions.
