The public finance of the Kagoshima Prefecture has long fallen into a critical condition. It has rapidly expanded public works in spite of its extremely weak financial base since the collapse of the bubble economy. That is a main cause of the present crisis. The decentralization of public finance which the central government has been pursuing is a reform which necessarily brings pains to local governments. However, it is a chance to free Kagoshima Prefecture from the control of the central government as well as to change the prefectural government into one which provides truly useful service for its residents. We should develop our view of the Kagoshima Prefecture financial reform from the standpoint of interests of all our residents.
