Henry Sidgwick proposed several unique ideas on governmental intervention. He introduced the idea of "divergence between utility to the individual and utility to society", stating that the community could not enjoy the greatest happiness with such divergence. He aimed to balance the productive efficiency and the distributivejustice by investing in manpower. His ideas greatly influenced Pigou's "Economics of Welfare". Further, Sidgwick emphasized that an economist should take into consideration the ethics or the norm when he treated economic issues in relation to practice, especially governmental intervention and public finance. I think his wide scope of views is full of suggestions in examining the controversy about efficiency and justice, or about laissez-faire and governmental intervention even at our age.
