It is said that today's Japan is becoming a gap-widening society (kakusa-shakai) marked by disparity between winners (kachi-gumi) and losers (make-gumi). Perhaps such disparity has expanded earliest and most seriously between Tokyo or the metropolitan area and the other provinces of Japan. But, for some reason or other, for a few decades when the difference or inequality between Tokyo and the other regions has escalated remarkably, many people have been talking about the reevaluation of and the expectation for local community life and its culture. This period has been called The Age of Local Community (chiho no jidai). Why? In this paper I attempt to review the reality and fiction in the discourses of The Age of Local Community especially focusing on the cultural strategy. In this review I show some dilemmas, which many Japanese local communities of today are confronted with, concerning "economy and culture" or "money and soul".
