We propose an effective field theory (EFT) of nuclear matter in the moderate density region. In such region, the effect of nucleon is introduced as the fluctuation near the Fermi surface, and the EFT is a natural extension of the heavy baryon chiral perturbation theory (HBChPT). We briefly show its construction and the density dependence of the pion decay constant in the nuclear medium.
