The Education Act, 1944 gave every Local Education Authority (LEA) the duty of securing the provision for their area of adequate facilities for further education, and to prepare and submit their schemes of it to the Minister of Education. The London County Council (LCC) which had been the largest LEA in England published "The London Scheme of Further Education" under section 42 of the Act in 1949. In this paper, I hope to clear the conception and implementation of the scheme from an angle of standardization of non-vocational education after World War II. Since little is known about the program and practice of London adult education in the postwar period, I used and studied the LCC records on this subject and the writings by the persons concerned. Although the diversity of evening institutes in London was pioneering experiment that appealed to the generality of English people, they had the problems of insufficient accommodations and overlapping works. The scheme originally aimed at a reform including the erection of new school buildings for adult education, and then a solution for the intermingled activities and contents of evening institutes won gradually greater acceptance following the trend of the times. Taking the result of a survey on the state of evening institutes into consideration, the Women's and Men's institutes were reorganized as the mixed General Institutes which extended the range of subject in the humanities, reduced the regional disparity in enrolled students and got redundant accommodations for their use by streamlining of the branches. The LCC had a passion for the standardization of non-vocational education in the whole educational system accepting the opinions of those who were practically involved, so that the founding of the General Institute represents a phase of the history of modern LEA adult education in England. I would now like to go on to study the development of adult and community education in the next stage in London.
