明治前期埼玉県における小学校教員層の組成 : 有資格教員の創出・配置状況と履歴にみる教員層

This paper attempts to describe the prefectural measures of appointing elementary school teachers and analyze teachers'personal histories in Saitama Prefecture in early Meiji Era. That time, the system of teacher employment was set by prefectural government and performed by "Gakumu-Iin" (school-affairs committee) at towns and villages. In the first part of this paper I examined how the teachers were arranged on the schools. Next I showed the composition of the teachers by analyzing their personal histories. Through these analyses, this paper concluded three characteristic points as follows. According to the prefectural government policy, each school had to have at least one teacher with qualification. "Gakumu-Iin" followed the prefectural regulations when they appointed teachers. And teachers who were young and worked for a short period of time were appointed to lower grades even though they had higher qualifications.
