The aim of this paper is primarily to examine the developing process of making "nation" through military drill at schools in the Meiji Era, Japan. The present author focused on Arinori Mori, the first Minister of Education, who introduced military drill into the boys' secondary schools and promoted it enthusiastucally. Mori had realised the importance of physical training in education since his youth, but hadn't show it. Whereas, in 1879, he insisted on "Kyoiku-ron", which proposed an introduction of military drill into modern schools. It is hypothesized that Mori wrote "Kyoiku-ron" as a counterplot against "Kyogaku taishi" written by Eifu Motoda. And following is discussed. Mori had an strong idea that people couldn't be secured human natural rights without the independence of their "state". People must have a great deal of duty to devote to "state" for keeping the state independence. The loyalty to "state" of people should be regarded as a system, not involving morality. And military drill at schools should be considered as a desirable means to make "nation" without violating human natural rights.
