The purpose of this paper is to consider "Responsible Care", which is as environmental management action in the chemical industry and to look at its prospects for the future. Responsible Care is not enacted by legal regulations but is an international chemical industry voluntary initiative. It is designed not only to improve, the performance of the chemical industry in the fields of health, safety, environment, product safety, distribution, emergency response and relations with the public, but also to enable companies to demonstrate that these improvements are in fact taking place. Responsible Care has been acknowledged and operated by chemical industry associations in 41 countries since 1985. The following aspects are covered in this paper: (1) The early history of Responsible Care: the Methyl Isocyanate gas leak in Bhopal, India, in 1984 (2) Responsible Care: 10 Guiding Principles by CMA (Chemical Manufacturers Association in U.S.) (3) The characteristics and the weak points of Responsible Care as an environmental management (4) An analysis of the status-quo of environmental steps in Japanese and Foreign-affiliated companies in Japan, using the outcome of inquiries undertaken with a project team from Nihon University in December 1995 (5) A look at prospects for the further development of Responsible Care. Finally, I seek to emphasize that the companies in the various industries (such as the chemical industry) which seriously affect the environment, should co-operate throughout the industry to take integrated environmental conservation measures, such as Responsible Care, because each company acting alone has only a limited capability.
