The economic situation in Japan has been steadily worsening since the early 1990s. The nation's economic growth has picked up somewhat since 1995, but has not returned to its pre-1990s pace. This is also true with final consumption expenditure and with corporate investment in facilities. To cope with such a situation, what is needed first of all would seem to be attempts to vitalize corporate activities, and increase as well as stabilize employment. These would considerably improve the structural basis of recession. The realities, however, are moving in the opposite direction. The development of manpower dispatching business under the "Dispatching Law" instituted in the 1980s has no relevance to economic recovery or to a true solution of workers' problems. The paper, intended to reveal this point, discusses the subject through a specific focus on the following: 1. Institution of the "Dispatching Law" and its characteristics, variations in the number of business establishments involved and that of workers dispatched, and the current status of the number of dispatching transactions and sales, together with the trend of dispatching charges. 2. Analysis of the Japanese economy in the 1990s on the basis of the government's "Economic White Paper" (1997 edition). Actions taken by management against the protracted recession are also discussed. 3. Evaluation of the significance of the current vigor of the manpower dispatching business in the context of the actions of management against the protracted recession.
