The gaps of wage differentials by scale in enterprises and the interior of enterprise have gradually been reducing after 1960, but these gaps of wage differentials became to enlarge in the 1970s. It is necessary to make clear what reasons enlarged the gap, how changes occured in Japanese industrial relations throughout the process of the Japanese economy shifting from high growth to stagnant growth. It is treated in this paper what the wage differentials with age groups changed in the 1970s. The gaps of the wage differentials with 30 years over age groups as compared with 20-24 years' wage were high until the first half of the 1960s. These gaps of the wage differentials became to reduce afterwards, and turned to enlarge again from the latter half of the 1970s. These phenomena were occured by big business' management reform under the stagflation of economy. Namely, rationalization of management was taken by big business. As one of rationalization, the starting salary was controlled, real wages became lower under the rising in prices. Therefore, wages of 40 years level were looked at again. The tendencies of enlargement of wage differentials were lasting in the 1970s. The causes of these wage differentials' gaps can be summerized as follows. The first, it was hold down the rate of starting salary by big business. The real wages of 40 years overage groups had to look at again and the plannings were carry out to improve the wage conditions, because the percentage distribution of labourer was shifting to middle-high aged groups. The second, labour movement "SHUNTO" did not succeed in the raising wages of all labourers under stagnant stage of economy. It becomes to necessary to reform the way of labour movement for promoting the employment and raising in wages of 30 years overage groups, too. The third, the key industry has shifted from the heavy and chemical industry to the knowledge-intensive and service industry. Many industries introduced ME machines to their factories and offices. These phenomena changed the working conditions of middle-high aged groups by the reshuffle of labourer. It was caused by the third reason that the wage differentials of age groups shifted to dull the change in the 1980s.
