The countries of the former Soviet Union and Eastern Europe are presently on the road to systemic transformation. The process has subjected all of them to a sharp decline in production and severe inflation--the most wretched performance having been recorded by Georgia. The European Bank for Reconstruction and Development (EBRD) estimates that Georgia's GNP, when taken as 100 in 1989, had plummeted to 17 by 1995, and that its annual rate of price increase soared by an astonishing 70 to 80-fold in 1993 and 1994. The country's economy has been reduced to this pitiable condition as a result of the severance of its economic ties with the other former Soviet republics in the wake of the USSR's disintegration, and the chaotic dislocations triggered by the reform measures implemented by Tbilisi since 1992 with the aim to switch over to a market economy--not to mention the damage wrought by civil wars. This paper presents an overview of Georgia's recent political and social realities--including the three civil wars that have ravaged that country--and examines the sources of the instability there. Although Georgia recently has gradually started to regain a semblance of soundness, the future stable development of that country is premised on economic recovery--and, here, Japan needs to provide as much assistance as possible.
