• In Japan, the fields of economic and agricultural history have traditionally been witness to the systematic search for and collecting of old agricultural documents and other written materials for the study of regional economics. The analysis and historical investigation of such documents have had a significant impact on regional development in Japan. Despite the massive amount of information in existence in respect to the studying of the history of water utilization, however, an attempt has yet to be made to collect and catalog the materials systematically. This wealth of information includes items that are valuable as source materials, as well as those that are now generally difficult to get hold of. They offer important clues in determining the role that water use has played in the utilization and preservation of Japan's land and its influence on the development of regional economies. Unless efforts are made to discover and collect these materials as soon as possible, precious data may well become scattered and lost, making a systematic collection of such documents forever impossible. For the present paper, we conducted a questionnaire survey concerning the collecting of materials on water utilization and attempted to gather relevant data. Our project covered the Kitakami, Iwaki, Omono, Mogami, Abukuma and Tone rivers. Our method of collection included both contributions and purchases of original documents and copies. The materials are wide-ranging and include histories, project records, historical documentations of local (town and village) governments, photograph collections, and graphic illustrations. We intend to conduct historical investigations of these documents and materials, and examine the propernature of regional development from the perspective of water utilization.
