In the 1870s the Chinese silk lost its former priviledged position in the European Market. The silk trade became inactive and the price dropped sharply. The Chinese silk industry on the verge of losing the European market completely was forced to reconstruct its traditional production structure as well as the distribution system in order to meet the changing needs of the European market. The Sheng Bao, a Chinese newspaper issued in Shanghai during this period, made a number of proposals in its editorials concerning the remedies to deal with the critical conditions of the Chinese silk industry. In the present paper I made an overall analysis of those editorials of the Sheng Bao concerning the silk reeling industry in the 1870s and 1880s, showing that the tone of those editorials gradually changed from mere reproaches against the dishonest transactions practised by the Chinese merchants to the positive proposals of transplanting the European style silk reeling industry (modern silk reeling industry) in China. I also found out that, although the Sheng Bao insisted upon transplanting the modern silk reeling imdustry, it did not offer any suggestions regarding the concrete protective or promotive measures for that purpose; on the contrary it approved of the measures which would impede the establishment and development of such industry (e.g. imposing a tax on raw material cocoons). Furthermore, I pointed out that the reconstruction of conventional silk reeling industry in China, especially in Jiangsu and Zhejiang districts, was carried out after the 1880s in such a way as to materialize the Sheng Bao's proposals, that is, the reconstruction of the Chinese silk reeling industry which started in the late 19th century was greatly influenced by the proposals made by the Sheng Bao in the early 1880s.
