This article examines causes of ethnic conflict and its relevance to the study of international relations. We start the study from definition of actors, say "ethnic group", "nation" or "people" and so on. It is rather difficult to define each of them precisely, but referring to many scholars in this field we can find a useful distinction of these terms. Then, why does an ethnic conflict occur? We can indicate both direct and structural (indirect) causes, considering economic and cultural grievances and political factors. As political element, it is important to underline the role of political leaders of an ethnic community who may mobilize politically the community suddenly and radically. Ethnic conflicts may be seen as things which occur inside each sovereign state, so they are object of domestic politics; but when it comes to its causes and influences, they come from outside political borders and go out beyond them, it is reasonable to treat ethnic conflicts as international matters rather than domestic ones. International relations theory has not paid enough attention to ethnicity, but we have to take it into account particularly in the era after the end of the Cold war. Ethnic group or ethnie is an important actor who cannot be disregarded at international relations arena in an age of globalization. We must reconsider the meanings of inter- "national" or "nation" -state, for most of the sovereign states consist of multi-ethnic communities in fact, not mono-ethnic.
