In this paper, it is criticized that the orthodox trend in developmental studies of children's number concept emphasizes the importance of developmental stages of this concept, for instance in Werner or Piaget's theory, so, also the internal factors, maturation or readiness. However, though the number concept has highly abstract characteristics, young children seem to be able to acquire this concept easily. In addition that, the number concept needs the symbolic mediation process, which has cultural origin. So, on the contrary, it should be pointed out that the role and significance of external factors, such as experience, learning, or cultural environment is rather more important. Based on such considerations, psychological definition of number concept, models of learning process and the methodological significance of experimental education are discussed.
