Today, there seems to be two conflicting tendencies in international economy-liberalization and regionalization. But these are not contradictory; regionalization can be also looked upon as a process to the liberalization. It is one of the most important and urgent problems to develop the under-developed countries. The countries, both developed and under-developed, have concentrated their efforts on this problem, but they have not been always successful in realization of the anticipated result. Where can we find these causes, and what do we do with them? This note is to make clear the significance of "Common Group for Economic Development" for under-developed countries promoting the economic development. Accordingly this note is discussed its significance from the following three points: 1) The structural change in international economy 2) The idea of economic development 3) The pattern of economic development
