There has been less and less emphasis placed on the mobilization of "disguised unemployment" in the recent literature of economic development. It still seems to be true, however, that the agricultual sector must provide the essential amount of capital and labour for development of underdeveloped economies, particularly of their industrial sector. To confirm the validity of above understanding, in this paper the following two points will be discussed: (1) What is "disguised unemployment"? If we reject the traditional definition, then, what will be new one? It will be described not only in terms of marginal productivity of labour or labourer, but of its wage rate. (2) Is it possible for the agricultual sector to release "disguised unemployment" and latent capital to the industrial sector without raising the productivity of the former, even if we assume "zero social cost" to mobilise the unemployment?
