• The purpose of this paper is to delineate the evolutionary development of monetary theory as experienced in 19th century Britain. There were two well-known controversies in Britain during this period (Bullionist Controvesy in 1810 and Currency Controversy in 1840/41) which questioned what money is and how that money is to be supplied by the Bank of England. Although deposits became the major instrument of payments in this century, economists and practitioners were slow to realize that deposits also constitute money.
