A historical short review on the galaxy formation theory is presented. The fundamental framework of the theory can be divided into two categories: one is the top-down theory as mainly studied by eastern researchers, and the other is the bottom-up theory by western ones. The introduction of collisionless particles as a candidate of dark matter resolves one difficulty but gives rise to another problem. The observational constraints to the galaxy formation theory are classified to three ranks according to their importance. From these, it is indicated that another parameter in addition to the dark matter is necessary for explaining all the observational results.Galaxy formationlarge-scale structurecosmic background radiation
