• This article introduces the Mongolian text of the 1823 Edict of Governor General of Uliyasutai proclaimed in the Qalq-a four ayimaγs, outer Mongolia, and investigates its historical meanings in the entire Qing policy toward the 19th century Mongolia. Mongolian scholar Sh. Natsagdorj pointed out the fact that the first of edicts widely proclaimed in 19th century Qalq-a Mongolia was the one by the military general of Uliyasutai in 1823. The author analyzes the Mongolian text of Uliyasutai general's edict and concludes that it was extensionally proclaimed in Qalq-a Mongolia on General I-hao 奕〓 and Guolefenga 果勒豐阿's own initiative along the contemporary Dao-guang emperor's so called chali anmin 察吏安民 policy which aimed to purge the corrupt governors from the Qing administrative system.論文Article
