Kihei Kato and his brother Otosaburo established Tajimi Dento in 1902. They completed their first project, the Tokigawa Plant, in 1906, which has continued to produce 260[kw/h] for nearly one hundred years. They obtained water for the hydroelectric power from the Tokigawa dam, using a man-made channel along the Toki river. The power plant is a simple structure with a turbine attached at the bottom of the water source. The dam was constructed of wood in the "Kesshiya Ban" Style. When there is flooding, it will be open, allowing maximum water flow. Although the Tokigawa Dam has played an historically important role in the production of electricity, the Tokigawa Plant ended its 95-year history on March 8^<th>, 2001. This thesis stems from a paper entitled "Kesshiya Ban' type Dam Constructed in the Toki River and its History" which I presented at the May 2001 Civil Engineering History Conference. I have subsequently investigated and discovered new things, developing a new thesis. Here, I report on the construction process of the Toki River Power Plant, as well as the history of the electric power industry and Kato and his brother.
