According to H. Rashdall, the famous historian of medieval universities, we must study "universitas" from medieval times when we think of the origin of modern universities. The original universities were formed both in Paris and in Bologna. The former was established by professors and the latter was established by students. Especially, Irnerius, "the votive light of law", appeared at the University of Bologna and developed "glossa" as a methodology of lecture. By the way, "the Law of National University Corporation" (2003) was recently enacted. It is the 21 st century when we can remove "the mold" (H. Prahl) of the Japanese universities from the Meiji era. It states the necessity of "student-centered universities". However, there is no such university anywhere in the world. We must search for it in the history of universities. Therefore, in this paper, we will consider the establishment of the University of Bologna and the ideal university of the future.
