The Association of Southeast Asian Nations (ASEAN) as well as Japan, South Korea and China reached an agreement late last November on holding the first East Asia Summit (EAS) in 2005 to establish an "East Asian Community" in the future. It should be noted that the Southeast Asian peoples, once torn and divided by the cold war, have continuously made efforts to follow the European Union (EU) citizens. The purpose of this paper is to examine the diversified experiences of Southeast Asian actors, helpful for the East Asian peoples to be reconciled and united in a gradual community-building process. Chapter I reports the socio-economic transformation of a village along the Laotian border in northeastern Thailand. HIRAI's survey conducted from 2002 to 2003 at the village where Hmong and Thai peoples live together makes clear that Hmong people's life-style is beginning to change as it is being incorporated into a nation and a market economy. Hmong villagers who began to settle down in the late 1980's were occupied mainly with the slash-and-burn method of agriculture until the end of the Vietnam War. Chapter II reviews that Japanese audio and visual companies have transferred the research and development function of analog equipments to Malaysia these past few years, consequently shifting almost 100% designing of analog TV, Audio and VTR sets for global markets. Analyzing the results of study at the R&D divisions of 11 Japanese AV companies in Malaysia, OKAMOTO proposes how Japanese R&D could employ excellent local engineers. Chapter III deals with Japanese industrial zones constructed in the Red River Delta in northern Vietnam. Under the Doi Moi policy, Vietnamese economy has been in the process of transition to a market economy since 1986, and great quantities of official development assistance (ODA) and foreign direct investment (FDI) have flowed in the northern delta. FUJITA reports that Japanese industrial zones have not only introduced Japanese transnational corporations but also fostered Asian TNCs including Chinese and overseas Chinese enterprises.
