When the term "person with adisability" is used, most people immediately think of individuals who are blind, deaf, in a wheelchair, or have other serious and obvious medical conditions. These individuals have a condition that easily meets the definition of a physical or mental impairment that substantially limits a major life activity. Many more people in Japan are covered by the definition. Each individual with disabilities will have different symptoms and different problems. There are many laws for persons with disabilities in Japan. However, such persons are not equal under the law because of his legal state although they have same disability.
